4th Financing for Development Conference

Budget Talk Global (BTG) as a member of the OkoaUchumi coalition, is currently participating at the 4th Financing for Development Conference (FfD4), taking place 30 June – 2 July 2025 in Sevilla, Spain, following the 3rd FfD held in Addis Ababa in July 2015, which resulted in the Addis Ababa Action Agenda.

Since the 2002 Monterrey Consensus convened by the United Nations to secure fair, predictable financing for sustainable development, the FfD process, led by UN DESA and ECOSOC, with Spain co‑hosting this year, has aimed to tackle global debt burdens, inequality, & climate finance gaps.BTG is here to push for a UN‑led debt convention, inclusive global tax governance, and climate‑resilient finance that puts people first.

On 28–29 June 2025, @Civil Society FfD4 hosted two days of side events at Hotel Meliá Sevilla. Over 300 civil society reps from Africa, Asia, Latin America & beyond exchanged strategies on debt justice, tax reform, climate finance & digital governance-building the coalition strength needed to challenge entrenched power.

The Civil Society Financing for Development Mechanism @cs-ffd was born from the lead‑up to the 2002 Monterrey Conference, formalized as the Global Social Economy Group in 2008, & officially recognized in the 2015 Addis Ababa Action Agenda. Its mission? To unite diverse CSOs; youth, labor, Indigenous, disability rights & more so; frontline voices shape the rules of global finance.

The cs_ffd closing ceremony was honored by the presence of Spain’s Deputy Prime Minister María Jesús Montero, UN Deputy Secretary‑General Amina Mohammed, & Nepal’s Prime Minister Khadga Prasad Sharma Oli, all of whom affirmed civil society’s vital role in shaping the global financial architecture.
